Abstract The research project on “Guidelines for strengthening social networks to support the work of Children and Youth Council to be strong in area of Nakhon Ratchasima Province” has the objectives as follow; 1) To study the forms, methods and processes of social networks in strengthening Children and Youth Council. 2) To study the factor that affect the decisions of social networks in Support the work of Children and Youth Council. 3) To study guidelines about the participation of social network partners in driving the work of Children and Youth Council. This is a qualitative study (Qualitative Research). Data was collected by using in-depth interviews and small group discussions. We select people whose work is related to Children and Youth Council in Nakhon Ratchasima Province by using in-depth interviews with social networks of the public and private sector for 3 agencies/organizations by group discussion. And lessons learned from representatives whose work is directly related to Child and Youth Council in each level, including; the Provincial Child and Youth Council Executive Committee, District Children and Youth Council Executive Committee, Sub-district Children and Youth Council management team, local government officials who are involved in driving the Sub-district level Children and Youth Council, provincial level government officials/child and family home staff, Nakhon Ratchasima Province, totaling 40 people in the Nakhon Ratchasima Province area. As for the data analysis, descriptive data analysis was used, the research results found that; 1. Operation of social networks. 1) Operational model of Children and Youth Council from the research study it was found that the groups were formed to carry out activities to show their potential. And the Executive Committee of Children and Youth Council was appointed which had community leaders inviting them to do activities together, including the children and youth who want to participate in activities as well. There are various activities and projects as follows: Training on depression. Project to teach children to swim. Elderly School Project in collaboration with local administrative organizations. Anti-drug training project. Stop bully project, with support from local administrative organizations and related agencies. 2) The network operation. From the research results, it was found that each social network has a strengthening of Children and Youth Council in each area. Each agency is different because the context, powers, and duties of each agency are different. But all networks operating in the area of Children and Youth Councils join in supporting and coordinating the organization of operations of subdistrict/municipal Children and Youth Councils. District Children and Youth Council, Provincial Children and Youth Council, which has the goal of promoting and developing the potential of children and youth to participate in creativity for society. Carry out work to promote the thinking process, social literacy, and promote life skills for children and youth.

3) The work process operation of social networks. From the study, it was found that Children and Youth Council communicates with social networks. It is effective and efficient participation in work that aims to participate in social networks. And there are activities with local administrative organizations, children and family home in Nakhon Ratchasima Province, and community. Especially setting project plans and activities. And there are empirical performance results. It can be said that the research informants focus on building the work of Children and Youth Council that can really feel the development of children and youth in the area. 4) Social network participation. From the results of the study, it was found that the forms, methods, and processes of social networks in strengthening Children and Youth Council from various documents and brainstorming of the group of informants found that; 1) the ability to rely on themselves of Children and Youth Council in every level have their own individuality and independent thinking in discussions. They can leave a comment and performing duties. 2) There are organizations that communicated to the public. It is public relations and communication. 3) The Children and Youth Council has a learning system that contains a mindset to develop themselves in leadership as an administrative team. 4) Parents, teachers understand and provide opportunities to all Children and Youth Council who is in adolescence school age and childhood. 5) Working model of Children and Youth Council success comes from the participation of corporate executives, local government with consulting the team. 2. Factors that affecting decision. From the study, the factors that affect the decision of social networks which support the work of Children and Youth Council can be classified into 3 factors including; personal factors, social factors, and psychological factors. The details are as follows: 1) Personal factors. From the research found that personal factors of people who come to support the work of Children and Youth Council are experienced people or living a life that has always been related to children. These cause a good attitude towards to children. They can see the value of working in the Children and Youth Council. There was a feeling of wanting to support the potential of the local Children and Youth Council. See the value in children who have the potential to develop into good role models, such as the children who have the courage to express themselves, the children with leadership, the children with various abilities who can be encouraged to enter the Children and Youth Council to be a good youth role model. 2) Social factors. From the research, it was found that social factors affect the decision to participate in supporting the work of Children and Youth Council of the social network. The starting is from some networks in the area that have roles, duties, and missions related to the work of Children and Youth Council. Therefore, the role and mission of the organization is an important factor that makes various network organizations come to support the work of Children and Youth Council. In addition, the executives of the organization give importance to the Children and Youth Council. This allows them to have influence in determining the direction of the operations in organization and its workers. 3) Psychological factors. From the research results, it was found that the main motivation is to create recognition, for example, educational institutions want to push talented children into the Children and Youth Council. In addition to being a support, it is also building a reputation for the institution. And also, can being exchanging knowledge and information that can consider another psychological factor. That is receiving information results in greater knowledge and understanding of the operations of Children and Youth Council. 3. Participation guidelines. The social network's participation approach in driving the work of Children and Youth Council largely depends on administrators and practitioners. Both sides have a desire to work together, thus the participation was occurred. On the other hand, if one or both parties do not want to work together, participation will not happen. Both factors are essential conditions for participation in management. 1) Participation in decision making. From the research found that factors that influence decision making are: 1. Social factors such as culture, traditions, values, educational systems and the environment. 2. Economic factors such as occupation, capital and economic environment. 3. Decision maker factors such as educational level, intelligence level, knowledge of various matters 4. Time, place and fact factors. However, the decision made at the time, places and facts obtained vary in quantity and quality. The method of choosing to use may also be different. 2) Participation in operations. From the research study, it was found that participation in operations come from collaboration between network partners. There are both direct forms of participation and indirect forms of participation between one person and another person. Many other people or social relationships between each other of the people in that network. This is cause results in participation in operations in various forms. Whether it is organizing activities together to achieve common objectives to be mutual support. 3) Participation in benefits. From the research study, it was found that the social network has played a part in supporting the work of Children and Youth Council. All are beneficial to both sides. Whether it is mental value, working to achieve the organization's objectives, Self-development of Children and Youth Council or even person who involved in work. 4. Participation of network partners according to CSR principles. From the research study, it was found that both government and private agencies are committed to social responsibility. In order to build good relationships with the community and to show a good image of a good organization to the outside, such as schools and various establishments, who came to support the work of Children and Youth Council of Nakhon Ratchasima Province. In addition, organizations that have a mission to be directly responsible to society are various foundations who come to support the work of Children and Youth Council to fulfill the organization's roles and responsibilities.
